General Purpose:
Under general supervision of the Grants and Contracts Administration Manager, this role will learn to manage a diverse portfolio of grants and contracts, generally in one of RCAC's three service areas: environmental, housing or loan fund. Assists in providing analysis and high-level administrative support to ensure all grants and contracts are maintained in accordance with contractual reporting and requirements, applicable laws, regulations, policies, and procedures.

Job Duties and Responsibilities:
- Learns to serve as the primary point of contact for a portfolio of grants, contracts, sub-grants, and sub-contracts.
- Learns to provide program support, guidance, and coordination to managers, contract leads, and others throughout the grant or contract lifecycle.
- Responds to and addresses requests and adjustments in staff workplans within Unanet/ERP system.
- Assists in the setup of new projects or contracts by gathering necessary information, coordinating resources, and initiating required processes.
- Learns to review assigned incoming contracts to understand all regulatory requirements, contract terms and conditions, overall contract direction, including deliverables, timeline, and budget.
- Learns to provide analytical support and assistance with budget preparation and project expenditures.
- Learns to identify and track monthly expenses and compare actual expenses against the budget.
- Learns to anticipate and identify budget issues and work with project leads to develop solutions.
- Learns to track deliverable accomplishments and assists contract leads to prepare internal and external reports.
- Learns to manage, maintain, and track grants and contracts information and reporting in database(s).
- Learns to train regional managers and staff and provide feedback on database use and report content.
- Learns to prepare and submit reports to funders and others.
- Learns to assist Grants & Contracts Administration Managers with internal staff training and training for clients.
- Attends project and team meetings.
- Learn organizational policies and procedures.
- Prioritizes and manages multiple deadlines effectively, organizing work tasks to ensure timely completion and meeting project requirements.
- Provides customer service for internal and external clients.
- Establishes, maintains, and updates files, databases, records, and other documents; develops and maintains data, and performs routine analyses and calculations in the processing of data for recurring internal reports.
- Performs other related duties as assigned.

Minimum Qualifications and Necessary Requirements:
- EQUIVALENT combination of education and experience can meet minimum qualifications.
- EDUCATION: Bachelor's degree in finance, accounting, business administration or related field.
- LICENSE/CERTIFICATION: Valid driver's license and proof of insurance that meets the minimum requirements ($100,000/$300,000) of RCAC corporate liability policy.
- EXPERIENCE: Two years of applicable experience in purchasing, finance, accounting, or contract administration. Database processing experience. Proficient computer skills with Microsoft Office programs. High proficiency with the English language, grammar, spelling, and punctuation.
Knowledge, Skills, and Abilities:
- Knowledge of budget and project management.
- Knowledge of federal, state, tribal and local government agency programs, and regulations.
- Knowledge of the Uniform Guidance regulations.
- Knowledge of purchasing policies and procedures.
- Knowledge of accounting, math, record keeping practices and procedures, and auditing practices and techniques.
- Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Excel, Access, relational databases, and presentation software (such as PowerPoint).

Physical Demands:
While performing the duties of this job, the employee is regularly required to sit and stand; use hands to finger, handle, or feel; reach with hands and arms; and talk or hear. The employee frequently is required to walk. The employee occasionally is required to stand; and stoop, kneel, crouch, or crawl. The employee must occasionally lift and/or move up to 25 pounds. Specific vision requirements include close vision, distance vision, color vision, and depth perception.
Working Conditions:
Work is typically performed in an office with a moderate noise level. Evening and/or weekend work may be required.
