Our continued growth and increasingly nationwide scope of work has created an opening for a Program Manager, primarily supporting Forth’s work on the Loans to Access EVs (LACE) program and the Affordable Mobility Platform (AMP) program. Forth is seeking a long-term addition to our Programs team to manage/support these projects, and others in the future as their skills and knowledge grow and/or these projects come to an end. 

The LACE program focuses on increasing affordable access to electric vehicles by enabling energy providers, lending institutions, local governments, and community-based organizations to create comprehensive programs that will assist low-to-moderate-income and Justice40 communities to access Electric Vehicles (EV) through affordable loans and grants. The Program Manager will engage with a national group of community partners, facilitate listening sessions, compile the learnings and analysis, and apply this knowledge to deliver a toolkit that will be made available to the program stakeholders. 

The AMP program focuses on increasing affordable access to electric vehicles, particularly in traditionally underserved communities, through EV carshare services. With multiple carshare sites launched in OR, WA, MI, NM, mostly at income-based housing sites, we are continuing to expand the service to other cities across the US. The Program Manager will be part of the team that is establishing relationships with potential host sites, negotiating site and service delivery contracts, engaging with residents and the community to launch the service, and ensuring smooth operation of the launched services.

The successful candidate will be expected to work independently and collaboratively with colleagues and partners, play an active role in the organization’s development, and be adaptable to occasional competing priorities.

DESCRIPTION OF DUTIES

National and Regional LACE Program Management (45%). Assist the Program Lead in the organization, execution, and outcomes of a National Advisory Committee and Regional Committee meetings.  Responsibilities include: 

  • Organize and maintain ongoing communications and a schedule of meetings with national and regional stakeholders, including local government agencies, electric utilities, charging solution providers, housing authorities, community-based nonprofits, research groups, and others
  • Collaborate with project partners on research and discussions to develop an understanding of regional needs and pre-existing models as inputs to developing solution models 
  • Provide project status updates from meetings to the greater LACE team Program Lead
  • Assist in assembling detailed program reporting required by the DOE
  • Assist in preparing and presenting reports and updates at conferences or workshops
  • Lead the development of public-facing materials and the interaction between the project team and marketing communications stakeholders 
  • Collaborate with teammates and assist with other tasks as needed, to support the implementation of the LACE project toolkit nationwide 

National AMP Program Management (45%). The Program Manager will:

  • Develop and maintain relationships with local and national partners and stakeholders
  • Collaborate with affordable housing partners (carshare vehicle host sites) on research, outreach and promotion to increase car utilization
  • Negotiate and execute federally-approved subrecipient agreements with local partners
  • Monitor and ensure internal and external partner deliverables are met
  • Oversee the installation of electric vehicle charging infrastructure and the successful carshare launch and operations at each site
  • Provide updates of project status in each region to the greater AMP team and Senior Program Manager
  • Present reports and updates on the project at conferences,workshops, or events
  • Work closely with our carshare platform partners to support carshare operations in collaboration with their staff
  • Assist with tracking and developing program viability in priority regions as membership grows and locations increase

Administration and Other Tasks as Needed (10%)

  • Provide input to Strategic Planning, participate in on-site and off-site Staff Meetings, etc.
  • Participate in and support in-person events, such as EV ride and drives and outreach events.

QUALIFICATIONS

Required:

  • A passion for Forth’s mission and values and a desire to deepen your understanding of diversity, equity, and inclusion
  • 3-5 years of experience in transportation, energy, nonprofit or related field 
  • Experience in managing multiple conflicting project priorities and meeting deadlines while maintaining a healthy work-life balance
  • Demonstrated interpersonal skills; ability to cultivate professionally collaborative relationships with both internal and external stakeholders
  • Ability to work independently and maintain “big picture” perspective while diving “into the weeds”
  • Communication
  • Excellent cross-cultural communication skills, both written and verbal
  • Skilled at preparing and delivering engaging presentations
  • Ease and familiarity with smartphone apps (preferably carshare apps and services), computers, email, spreadsheet, basic database management (i.e. Google Workspace, Microsoft Office, DropBox, Asana)
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, procedure manuals, insurance forms, and contracts
  • Willingness and ability to travel in the US for 2-3 days at a time, approximately 2-4 times per year to attend industry conferences, launch events, and to visit host sites
  • Valid Driver's License and a good driving record
  • Located in or willing to move to one of the following states: Oregon, Washington, California, Idaho, New Mexico, Texas, Illinois, Wisconsin, Ohio, New York, Colorado, Michigan, North Carolina, and Virginia
  • Able to maintain a safe home office environment

Helpful:

  • Bachelor’s Degree in related field
  • Multilingual, especially Spanish  
  • Experience firsthand with electric vehicles and the EV industry 
  • Experience with fleet or vehicle management 
  • Experience working for a nonprofit organization with a mission-driven staff and board
  • Experience with project management tools such as Asana, MS Project
  • Experience with CRM services such as Salesforce
  • Experience working for any of these key stakeholders: electric vehicle charging providers, carsharing  companies, electric utilities, local governments, consulting firms, major transportation companies, or affordable housing

COMPENSATION

Starting salary range is $65,750 - $80,750 annually commensurate with experience. Excellent benefits include four weeks paid vacation annually, fully paid health, dental and vision insurance for the employee and all dependents and an employer retirement contribution after six months (no match required.) We also provide access to electric vehicles for business use, a professional development budget, employee assistance program, and a flexible working schedule.
